The officials in California began guiding drivers past the collapsed section of Highway 1 on Sunday, one day after about 2,000 motorists were stranded. Monterey County issued a disaster declaration on Sunday after the California Department of Transportation urged the public to avoid that section of the highway. The highway remains closed to the public for work to be done in the areas where large chunks of the road fell into the ocean.
